JAKARTA: PT Hafar Daya Samudera invests a minimum of US$30 million to build the first cable/pipe laying ship having Indonesian flag to support national policies on sabotage principles.The ship, categorized in C group of offshore ship, is claimed not to be able to be procured by businessman or national shipping company, thus it is suggested to be exempted from the mandatory provisions of Red and White flag.Nevertheless, the shipping company will execute procurement of the ship by three units in next 2-3 years in the case no change of national policies on sabotage principles stated on Law Revision No.17/2008 on Shipping.President Director of PT Hafar Daya Samudera Hebert Wong confirmed that the company viewed a enormous opportunity for the ships procurement in Indonesia after government applies the national policies on sabotage principles.This is the first ship that is made originally in Indonesia and has been flagged Red and White. The procurement of this ship will anticipate sabotage principles, he explained to Bisnis, yesterday.He also added that a market share for leasing of cable/pipe laying ship in Indonesia has an awesome opportunity even though it has higher risk than other sectors.Sometimes, as he said, operators take loss, so few investor are interested in this sector. Most foreign vessels in Indonesia now are aged over 20 years, he exposed. He also admitted that Indonesias businessmen are hard to compete without protection policies. Now, new vessels can be more competitive because of sabotage policies, he affirmed.According to him, the ships procurement depends on projects not on necessary. However, in the future projects, needed the ship, are more abundant after applying the sabotage policies. Thats investment opportunity in this sector.Cable/pipe laying ship is categorized in C group that is claimed no one flagged Red and White. The C ship group is ships typed jack up rig, 3D seismic, modu, and construction. So far, the ship of C group which is already available in Indonesia and flagged Red and White are jack-up rig and 2D seismic-typed ships. Previously, PT Elnusa had also planned to buy 3D seismic ship.Pay attentionCarmelita Hartoto, Chairman of Standing Committee of Sea Transportation at Chamber of Commerce and Industry (Kadin) said that government should pay attention national companies who are invested in offshore vessel sector of C group.On the other hand, he worried about national companies investment in the sector of ship procurement in C group to take loss in the case that government continues Law revision No.17/2008 on shipping.According to him, the national association has secured report on higher total companies that invest in the ship procurement. We expect for government to pay attention national companies interest, he said.Formerly, foreign operators of vessel and supporting offshore equipments having contract beyond May 7 2011, are urged to revise shipping contract in Indonesia in accordance with Shipping Law.The foreign operators of offshore vessel and equipment are asked to cooperate with Indonesias companies by creating joint venture with a share portion in accordance with Shipping Law.A lecturer for Sea Law Study of Universitas Indonesia Chandra Motik informed that the contract revision is supposed to honor law enforcement process in Indonesia, Shipping Law.He considered the revising step over Shipping Law means, in other word, negotiating law enforcement in Indonesia.
